sys-fs/bcachefs-tools: move bindgen to USE=module, check for rust-src

Upstream's fs/Makefile contains bcachefs-rust-probe to detect the Rust toolchain, falling back to building a C-only module. However, the probe does not check for rust-src. Add a patch fixing the detection. This is only relevant for kernels < 7.0. On newer kernels, rust-src is not required, as they kern's own Rust support (CONFIG_RUST) is used. sys-fs/fuse: add 3.18.3

The testsuite was reworked upstream and it now passes w/o test_privileged in the ebuild, though the sandbox still has to be disabled because of one test which gets a different error. That needs to be investigated still. I'd like to do verify-sig still for fuse but the setup is a bit awkward as it's signify + relies on the previous release to get the key.
