sci-libs/vtk: enable minimal fast compile and threads for cuda

With disabled fast-compile the memory consumption and compile time for cuda code increases significantly. Often taking more than an hour per job and taking above 10 GB of RAM. Also pass `--threads $(makeopts_jobs)` to improve compilation speed when compiling for multiple gpu architectures. The user can override this using `NVCC_APPEND_FLAGS`. I did try a few options like deleting FindHDF5 instead, which failed because VTK wants to find the 'patch' FindHDF5.cmake variant. I also tried copying the dev-build/cmake version in but that didn't work either, so hack in the old option instead. Thanks to tdr for testing it and Geoff for proposing it.
