nginx-module.eclass: Read NGINX config flags from ESYSROOT

The configure flags are installed by the target www-servers/nginx dependency from DEPEND. Therefore, they must be read from ESYSROOT rather than BROOT, which contains build-time dependencies from BDEPEND. Keep _NGX_MOD_CONFIG_FLAGS_FILE root-relative and prepend ESYSROOT when accessing it from the src_*. acct-user.eclass: add IDEPEND on shadow for tool

It is "technically not incorrect" to depend on this despite being in the system set. And the eclass makes use of e.g. --prefix options added in 2017 / shadow 4.6, so there is a constructive lower bound to require (usage initially added in commit 6b1d4e40db188e64fb0731195b87b261d76e060c). The primary motivation for adding this IDEPEND is, however, the fact that shadow 4.20 added an unintentional regression which broke previous assumptions in the eclass, and the decision was made that the change is worth keeping and gentoo should adapt. The eclass was fixed in a backwards-compatible manner, but binpackages compile the old eclass into their environment file and don't include the fix. By adding this IDEPEND, we cause binpackages to be marked stale due to --changed-deps, and rebuilt Followup to commit f93621b8067359b9455b6b19330b6b2e869462af.
