Some projects unset GOOS and GOARCH before running `go run` in order to
force the build host. Giving the wrapper using `GOFLAGS="-exec=..."`
breaks this because that expects the target host. `go run` can also find
the wrapper in the PATH as `go_${GOOS}_${GOARCH}_exec`, so take this
more targetted approach instead.

src_configure now calls go-env_set_compile_environment(), which was
previously called during src_unpack. This was problematic because it
would set up flag variables before any flag filtering was typically done
in src_configure.

We should set this together with the other environment variables,
especially as -buildmode=pie is arch-specific. We now set that based on
the tuple rather than USE flags.
Parallelism is now set via GOMAXPROCS instead of GOFLAGS. This allows
users to specify their own value, which they may want to do because Go
doesn't currently support the GNU Make jobserver.
