dev-vcs/git: graduate fsmonitor patch for -9999-r1

As described in b3eea84d1e02 (dev-vcs/git: rebase fsmonitor patch for -9999-r{2,3}, 2026-05-12), the original fsmonitor patch needs adjusted for newer Git versions which have seen some conflicting change in that areas. We previously updated the "next" and "seen" ebuilds to use an applicable patch; graduate that patch to master since Git has merged the topic in 4d11b9c218 (Merge branch 'pt/fsmonitor-linux', 2026-05-31). After the next release, it will need propagated to the appropriate ebuild (likely 2.55) and presumably to the "maint" ebuild as well. Signed-off-by: D. dev-vcs/git: install upstream Zsh completions

Administrators can still filter out these completions with INSTALL_MASK, and users or admins can adjust fpath if desired. Whatever is earlier in fpath (that is, the first hit for `ls $^fpath/_git`) wins. Git's completion goes to /usr/share/zsh/site_functions or something similar, which is early on the system fpath to allow overrides; meanwhile Zsh's completion is fairly late on the default fpath.
