dev-python/pyside: improve cmake install logic skope

There are two cmake directories in `install/lib` now, one for the system install and one for the python wheel. The old logic had a race condition where it would install the `PySide6Config.*.cmake` from the wheel path that is intended to be installed inside `python_get_sitedir` over the cmake one, breaking the path definitions.
