Bump nss requirement to 3.128. Bump some system lib requirements to match the bundled versions (system-av1, system-pipewire). Enable JIT with riscv systems. Llvm-23 support can't be added yet due to rust release missing it. Remove bmo-2063808-fix-build-failure-with-system-av1.patch as it's been applied upstream.
